Welcome to the Public Records Online website, a service provided by NETROnline.com (the "Site"). These Terms of Service ("Terms") govern your use of the subscription-based access offered through https://publicrecords.netronline.com/ (the "Service"). By subscribing to or using the Service, you agree to these Terms.

1. Definitions

Individual Plan: means a paid subscription tied to a single email address and a single user account.

Enterprise Plan: means a paid subscription arrangement allowing an organization to purchase multiple user subscriptions (User Slots) under centralized management.

User Slot: means one (1) paid subscription entitlement under an Enterprise Plan, which may be assigned to an individual user account.

Administrator: means the designated individual within an organization who manages an Enterprise Plan, including the assignment and reassignment of User Slots. The Administrator may or may not be a paid subscriber.

Subscriber: means any individual user who has been assigned a paid subscription under either an Individual Plan or an Enterprise Plan.

2. Service Overview

NETROnline.com offers both a free, ad-supported version of the Public Records Online website and paid subscription options. Paid subscriptions ensure uninterrupted, ad-free access for users who cannot or prefer not to view advertisements due to personal preference, system configuration, or network security settings.

Paid subscriptions are available in two formats:

  • Individual Plan: Designed for single users. Subscriptions are tied to one email address and one user account.
  • Enterprise Plan: Designed for organizations that need to centrally manage multiple user subscriptions. Enterprise Plans allow Administrators to purchase and manage a block of subscriptions for their team, rather than requiring each individual to purchase separately.

Due to changes in ad delivery technology, users may experience limited access to the free version if ad blockers, router settings, antivirus software, or other system configurations interfere with advertisements. Paid subscriptions were created to ensure uninterrupted access to our data.

3. Subscription Terms

A. Individual Plan

Fee and Term: $96.00 per user, per year.

Billing: Billed once annually; does not automatically renew. Users will be notified prior to the end of their term with the option to manually renew.

Account Access:

  • Subscriptions are tied to a single email address.
  • Each subscription grants access to one user only and may not be shared.
  • Users cannot be logged in to multiple devices at the same time.

Reassignment: If a user leaves an organization before the end of the subscription term, the associated email address may be reassigned to a replacement user within the same organization.

B. Enterprise Plan

Overview: The Enterprise Plan is designed for organizations requiring centralized subscription management. Each User Slot costs $96.00 per year. For example, purchasing eight (8) User Slots grants eight (8) assignable user subscriptions under the organization’s Enterprise account.

Account Management:

  • An Administrator within the subscribing organization will manage user accounts, assignments, and reassignments.
  • The Administrator may, but is not required to, hold a paid subscription. If the Administrator does not hold a subscription, they may still perform administrative functions but will experience the free, ad-supported version of the Service. If the Administrator wishes to use the Service without ads, they must add themselves as a paid Subscriber (either within the Enterprise allotment or through an Individual Plan).
  • User Slots may be reassigned to new users if an existing user leaves the organization or no longer requires access.

User Eligibility:

  • To be added to an Enterprise Plan, each user must have (or create) a Public Records Online account.
  • A user cannot be assigned to an Enterprise Plan if they already have an active Individual Plan subscription.

Restrictions:

  • Enterprise Plan accounts are licensed on a per-user basis. Credentials may not be shared beyond the assigned user.
  • All accounts under the Enterprise Plan remain subject to the monitoring, usage, and compliance rules set forth in these Terms.

4. Usage Restrictions

Subscribers may not share login credentials or attempt to circumvent device login limits.

Access to the subscription site is subject to periodic monitoring for misuse, including simultaneous logins or unauthorized sharing.

NETROnline.com reserves the right to suspend or terminate access without refund in cases of misuse or violation of these Terms.

5. No Refund Policy

All subscription fees are non-refundable, including but not limited to cases involving:

  • User decision to stop using the Service
  • Changes to system or network configurations
  • Disruptions caused by software or settings outside NETROnline.com's control
  • Enterprise Plans: Fees remain non-refundable even if the purchasing organization does not assign all purchased User Slots, fails to use some or all slots during the subscription term, or chooses to reduce the number of users mid-term.

6. Modifications to the Service

NETROnline.com may update, enhance, or modify the Service at any time without prior notice. In the event of significant changes to these Terms, we will provide advance notice via email or on-site notifications.

7. Disclaimer of Warranties

The Service is provided "as is" and "as available." NETROnline.com makes no warranties, express or implied, regarding the reliability, accuracy, or availability of the Service. Use of the Site is at your own risk.

8. Limitation of Liability

To the fullest extent permitted by law, NETROnline.com shall not be liable for any indirect, incidental, or consequential damages resulting from the use or inability to use the Service, even if advised of the possibility of such damages.

10. Priority of Terms

In the event of a conflict between these Terms and the terms of any separate written Enterprise subscription agreement executed between NETROnline.com and an organization, the Enterprise subscription agreement shall control with respect to that organization.
